There are any number of reasons why you might want to get your work removed: ink has a tendency to drift over time, colours seem less bright, the design is no longer appealing or you broke up with the person whose name you've had etched into your skin.
Especially on an intricate design, it may be that over time the ink has begun to move around and the sharp edges are no longer what they once were. Designs can start to look smudged or blurred. Likewise, some colours may age better than others leaving you with a duller appearance than you may have wanted. Relationships sometimes don't last and having the name of someone you broke up with or even broke your heart written on your body can be a painful and constant reminder of events that may be better left forgotten.
It is highly suggested that if you are considering removal, that you consult a dermatologist. Your general practitioner may be able to recommend someone suitable or who even specializes in this kind of work. Generally however there are a few different options available. A process called dermabrasion is where the skin is cooled or pain receptors otherwise dulled and the skin is basically sanded off. This method may cause scarring. Otherwise, pigments may be broken up by laser surgery where multiple pulses of powerful light are directed at the area and cause fading of the colour. There may not be the reduction of appearance you were hoping for however. Another method may be surgical removal where the skin is cut out and edges stitched back together. Again, this method may cause scarring.
Since none of the above methods are ideal, low-cost or painless, the best approach is not to get work done in the first place.
